Any chance that this game will be playable with a game controller?
I'm not an authority on using console-style game controllers on PCs but there are third-party emulators you can use to bind them to keyboard/mouse functions that will likely eventually work with CoT. I doubt this game will be "optimized" for console-controller play regardless so you'd might still need a keyboard/mouse for some things (like text chat for instance since voice chat is not likely going to be hardwired into the game).
As far as getting CoT released on consoles I don't think the Devs have absolutely 100% said it would never happen but given how challenging it's been just to get the game up and running on PCs in the first place the likelihood of getting it ported to consoles seems pretty slim. It's not just the technical issues but all the extra work dealing with the other companies (e.g. MS and Sony) and having to support multiple software baselines for all that. I basically would not count on it considering the logistical hurdles involved. Even if it does happen it would likely be years AFTER the PC launch whenever that finally happens.

Controllers are certainly a consideration. While the UI is being designed for mouse and keyboard, FFxiv has certainly designed a pretty intuitive binding set up for controllers. We do plan on designing our own key-mapping tool for binds and macros, with (hopefully) recognition towards mice with more than two buttons and controllers as well. But this isn't a promise just something that we would like to do.
