I have a character called 'Rogue Nightwolf'...

This is the story, distilled to the minimum, trying to fit into the old 1023 character Bio-length.
Austrian soldier recruited by Council – craved warrior society and challenge to ‘be all he can be’. Council promised to ‘make something of him’. He was a good soldier and volunteered for the enhancement projects… So they filled him with some horrible seed of darkness, but it failed to take root. Instead, after days of sheer agony, it transformed him into a huge werewolf like creature – a Nightwolf.
Ordinarily, when the nictus seed fails and produces a wolf, it destroys the mind of the soldier, but his psyche was strong enough to remain intact. He was a Nightwolf with intelligence and personality. But his trusted leaders, his brothers in arms, called him a Failure – worse, a Failed failure and they were going to ‘recycle’ him…
Finally, the betrayal after repeated betrayal was too much for this loyal soldier to accept and he revolted. With a pair of swords he retrieved from his old locker, Rogue Nightwolf fought his way free of the Council.
Now, registered with S.E.R.A.P.H. as a Hero, he is taking the fight back to his ‘brothers’ in the Council, before they can betray more good soldiers.
In order to revive him in Titan City, I really need to figure out how to translate the old Paragon City hooks into the new paradigm and give him some more depth.
Is anyone willing to comment or suggest ideas?
(Edit) Perhaps the question should be, "What villain-groups in Titan City would be manufacturing giant anthropomorphic wolf-warriors?" Then the rest of the story can be re-framed around that.

I don't believe we know the council/3rd reich analogue for Titans yet.. if there will be one.
...Sky Pirates could be.. but they seem more like sky raiders/malta group... than council,,,

We have IFRIT for the 'highly suspicious mercenaries / private military company' role. They're from South America, which can allow for plenty of conspiracy theory speculation about them having been originally funded/founded by Nazi connections. I'd much rather see organizations or groups akin to Nemesis than yet another attempt to somehow make the Nazis relevant today. Want Nazis? Then I say have a time travel mission to the early '40s.

I'm not looking at the 'Nazi' angle, but the 'corrupted military' and 'unregulated transformational enhancement experiments'.
The core hook for RN's story is, "They made me a monster, so now I fight them." Perhaps the question should be, "What villain-groups in Titan City would be manufacturing giant anthropomorphic wolf-warriors?" Then the rest of the story can be re-framed around that.
Still, IFRIT might work. Do they recruit 'normals'. Would IFRIT 'volunteer' a new recruit as a guinea-pig for some 'highly speculative' power-enhancement experiments?
I used to know a bit about the Titan City Lore, but now it's gone underground and likely changed, so I don't know anything.

Sorry I didn't remember this character at the time, but it seems to me that the [url=http://cityoftitans.com/content/vril-urban-legend-or-world-domination]Vril[/url] fit the "Fourth Reich Wannabes" rather well.

Yes, it's clear to me that Tyrosine might be responsible for making monsters. From that point of view, Rogue Nightwolf, or just 'Nightwolf', for that matter, would not have to be a soldier. Dual-wielding katanas is not a common skill for a common soldier.
I still imagine his voice sounding a bit like Arnold, though.
As for the Vril... they may be fascists, but do they make super-soldiers with 'wolf serum', or something like it?

The Vril, from what I've come to understand, is every Nazi Super Science conspiracy rolled into one. So they'd probably do ANYTHING if it meant forwarding da Fuhrer's return.

So, I could pull out the CoH references and try to insert analogous CoT elements. Would that make a good story? This one is wide open, but I don't want it to become cliched and silly. The hook is "They made me a monster, so now I fight them," but what is the Story? How does 'Titan City, Mass.' fit into the tale, IF it does?
He was, originally, a Tanker, Willpower/Dual Blades, so I suppose he'd be a 'Stalwart' in CoT. Rather than being 'invulnerable', I see him regenerating injuries and focusing more on damage - That might shift him to an 'Enforcer' or just involve a Rage-like Mastery.
