I do not think that that would be a good idea at all. From what I gather that the reaction to this bug was very, very negative, and the plague was used for grieving - I am pretty certain we do NOT want this, because grieving is utterly vile and absolutely despicable, and cannot be accepted.

forced pvp is not allowed........ i get to gank the helpless. in front of the heroes. yay!
make sure they are hunched, and beg for help in chat bubbles.if hurt npc civies could also limp away when injured, that would be cool too.

Every time that the idea of "villains harassing civilian", it was agreed that you will not be going to do so with impunity - from escalating NPC responses to robbing civilians requiring you to be tagged for PVP. I, for one, am against implementing it at all.
And while the heroes might not be able to fight back, their players can - they report you grieving, and you get banned.

???? that makes little sense. if i rob a bank, the heroes can rat me out to a gamemaster and have me banned? i don't think so. although some games have given up, and do ban for odd things. eve online has police that if defeated, net a player a ban. normally made to beat any player, the players got so good they beat the endless police waves and conquered even the "safe" zones. now if they beat players without mercy, as always, they are free to do so. however, they are not allowed to defeat any police bots, and must leave the zone, or endure the pain of more and more police bots. odd way to handle that, i guess they did not want to code anymore.
in grand theft auto, they also send more and more waves of stronger npc enemies. however, that was just some punk with a gun. these are supervillians. possible working together in numbers. never before has such power been countered. what would possibly appear? mecha godzilla, with a mega police badge?
if you are a hero lover (and oh my, it SEEMS so....) rest assured that heroes outnumber baddies 10 to 1. (but those few baddies play more hours because there are so few games that cater to their playstyle.) so heroes being able to gank a villain should be normally easy. there might even be fights in chat over which team saw a single PVP-tagged-punished baddie first.
if heroes need immersion, and they think they have no chance to win at pvp, then they flee. just like in comic books. there are things that must be different, as unlike city of heroes, the players of villains will share the same space. so, the playstyle will be a little more realistic.
will there be a badge "banned" for being a baddie and being as bad as possible on the moral meter?

I think Xnarl is taking things a tad to far. The talk of robbing, kidnapping, and murdering Civs have been brought up. Same with area events like a zombie outbreak. There would never be a Game wide outbreak. Other elements have been talked about that players can trigger events, and even get some kind of infection.
Limitations have also been brought up. Any event is localized so those who don't wish to part of it won't have to. Police will respond to Player Criminals, including Swat and Super Powered Police officers. Heck there was talk of throwing a few "Powered" Npcs into the Civilian mix. After all Titan City is the most Super Populated city in the world. So that little old lady you go to mug might be a retired superhero and Hulks out and does the Loki Move on you.
