my fellow durable peoples, we need a way to hide.
a way to avoid being a hero or villain, and just be a civilian. a way to alter the name to grey above our head, or even change it. a costume to drop over our costume, even if only a trenchcoat and hat.
1. we might still attract attention from lowbie npcs who want to mug us.(the fools!)
2. we might still be detected by various gadgets or superpowers.
3. there probably would be a huge timer to recharge this, and a 20 second interuptable animation.
4. people could still attack you, but if a hero, you might take a hit on your ingame npc reputation if it turns out that civie is just a civie .... (this is a pvper zone, no civies here, what does he think we are? stupid? GET HIM!)
as people who are not all SMASH AND SMUSH, some of us fear that a disguise power like this will be made unavailable to us. if so, and such is not a power all could attain, then perhaps as a temporary, purchasable power?
just imgaine the sight of 8 people in trenchcoats waiting at the tram line. all with such colorful, and curious footwear........a picture for the ages.
my fellow brainy, mighty, and even you not so bright grrr smash types, aid me in this plea!

I like this concept a lot. We might even want to include missions that use this mechanic in order to achieve some bonus objective before we start the beat-down of the unjust (or vulnerable)
Specifics of the in-game design of this mechanic might be tough to iron out, but I think this could be worth it, if they add the appropriate content for it.
Perhaps a given disguise would be related to your "day-job" achievements?
Edit: This should also probably have been posted in the suggestions and ideas forum.

hmmm it appears secret i.d.s are in, but not at launch. which is okay. city of heroes NEVER got around to anything like i mentioned at all. those logging off things did not count.
and perhaps this is in the wrong section. middle of the night it was. i blame caffine for failing me again.
