(This story contains 'alternate reality' variants of my 2 main characters, Criminus and Britannia, actually their original inspirations going back several years)
Here we go.
Background.
For many years, a government organisation had began capturing vampires and werebeasts, and other horrors, and took samples of their DNA. They synthesised the supernatural strands, where junk DNA was rewritten to provide powers. A counter attack by a force of heroic vampires and werecats resulted in a firefight, in which a storage tank was ruptured. The superstrand DNA was released into both the sewers, and the air. In the end, the orginanisation was crushed, the supernaturals were victorious
Within one year, rare humans began developing mutant powers. This was ten years ago.
Situation.
You avoided the testing centers, you started covert, and blossomed into a hero. Many others were not so fortunate.
You noticed the patterns, children that went for testing, well, not all returned. The presense of powers in the world was being downplayed. Something was not right. After some investigation, you track down The Bunker, a massive underground complex, in which thousands of superpowered children had been delivered. Thousands went in, none came out, it was all those who had not failed the testing for the potential for powers.
You subdue the outer guards, and eventually enter The Bunker. What you see shocks you, one hundred by one hundred stasis tanks, each containing a teenager or child.
It gets worse.
In the middle of the room, there is a stairwell down. You drop down to the floor below, and here are just two containers. One sixteen year old boy, one fifteen year old girl. You search a nearby computer.
Boy : Codename Criminus. Power, irresistable force. Once active, he ignores all resistances, he can not be stopped.
Girl : Codename Britannia. Power, immoveable object. Any force that acts upon her is converted into gravitational power.
The Dilemma
Do you release them?
They are inocent children, in all liklihood their powers have not manifested yet.
But if they do, and if they should ever come into contact....
Goodby universe.
Again. do you release them?

Step one: Find out how likely it is that the information presented is accurate. Unless there is already someone with those same powers out there, then this will be less than 100%.
Step two: Find out how likely it is that the partial sentence
should read
Conflict almost requires contact, but contact does not require conflict.
Step three (only relevant if the key word is conflict) Assess the likelihood of conflict in the event they meet, and also the likelihood of their aborting the conflict before major damage is done.
Step four: Assess their probable lifespans.
Step five: Determine which one is less likely to seek out the other in the event of learning of the other's existence.
If the probabilities found in steps one through four, considered as an overall probability of "Goodby universe" is considered too high, release the one selected in step five. Put the other in suspended animation until the one released is dead. If the one released does seek out the one in suspended animation, ensure that (s)he learns all of this before finding the suspended animation vault. If (s)he persists, detonate the self destruct charges built into the vault.
Step six: Design a retrovirus or equivalent tech to go through the human race and abort embryos with either set of powers.

A well thought out reply, that is certainly one answer. It does mean that at least one of the children remains 'on ice', abeit, for the greater good.
Just one correction.
Criminus ignores all defences, he acts with irresistable force, while Britannia transforms ANY force upon her into gravitational power.
THUS, contact between them does not need to be conflict. Even a slight brush of the skin could be enough to generate an infinite gravity well.

So it is "contact", and not just "conflict". So we just finished step two, and so we skip to step four. ^_^
