With the announcement of unreal 4 what would be a decent video card to run city of titans for the future or is there some link where I can view or research .

Running the game on PC
With the game not to be released until sometime in 2016, we're looking at one, if not two, full generations of graphic card releases. I wouldn't fret over this until, at the earliest, Black Friday, 2015.

Yeah if the current market scheme for video cards holds the same way it's been organized for the last 10-15 years then I would suspect that by the end of 2015 any "mid-range" video card (one that would cost from say $150 to $300) would probably be more than adequate for CoT. Of course with integrated GPUs becoming viable alternatives it's getting to the point that as long as whatever PC-like hardware (desktop, laptop, tablet, etc.) you're going to run the game on is less than a few years old by the beginning of 2016 that'll probably also be completely fine.
From what I've heard Unreal Engine 4 is supposed to have optimizations that actually allows it to work better on "older" hardware than previous versions. This is why it's even more likely CoT will work pretty well on almost anything that might be expected to exist in the next few years.
Obviously the more you can spend the better it'll be. I imagine any bleeding-edge desktop system that would cost you the "typical" few thousand dollars 18 months from now would be total overkill as far as CoT is concerned.

By pushing more onto the GPU, providing you have a suitable bus to the graphics system (PCIe 8x or better) yes, UE4 is performing better on lower end hardware than we anticipated.

Thanks Lothic and doctor tyche just making sure I don't have anything that's too old. Was playing WoW for a few years but quit it just wasn't the same as COH
To give you an idea, I use a now 2 year old $400 laptop as my base target machine. (And an older model Mac Mini for the Mac build)

I like using nvidia video cards but I guess I can push my hamster to run faster on his wheel when COT is released :-)

That laptop couldn't have much more than integrated graphics (Intel HD2600?) or a low-end discrete card (nvidia 520m or HD4350)... and that's your base target?
Note: I read "Base Target" as "Beta Minimum Specifications"

I suppose, given that I started CoH on a Radeon 9200 AGP, I shouldn't be too surprised? That gives me a smile. That means that when I replace my current seven year old graphics card (8800GTS-640) with a more current, affordable graphics card (thinking future GTX860Ti), it shouldn't have any problems with CoT at moderate/high settings.

i JUST bought a radeon r9 270x, i really hope ill be able to run it with this well :-/
As always don't forget to think about what size monitor/screen rez you want to use.
Im running a Dell 27" 2560*1440 and will want to see all the glory so will be keeping with my dedicated GPU's, especially as I plan to add a 2nd monitor at some point (CoT on one and other stuff [Skype, CoTWiki, etc] on the other.

Yeah - like Lothic said - we have 1.5 to 2 years minimum to worry about specs/performance/hardware. I should be getting a new PC around then, as long as my current machine keeps running lol *knocks on wood* (it's around 7.5 years old but can still handle many of the contemporary games with good graphics and framerate). So by the time CoT goes gold even a low to mid-range machine should be able to run the game just fine - maybe not with all the details and gfx goodies cranked to 11 - but you should still have a good-looking and -playing game.
And if anyone is worried about their current PC - just start saving now. Seriously - even $10 a week put away - by the time the game goes live you should be able to get an impressive gaming rig with the cash you have saved.
Just be aware that you will probably not get full performance out of a newer video card if you stick it into an older machine. Not sure how old the rest of your system is but if it's 7 years old as well, it may experience significant bottlenecking and might not work as great as you hoped.
One of the benefits of the UE4 over UE3 is the fact that it runs better on older/lower end systems. I'm fairly certain CoT would run ok on my current system, but by 2016 I'll probably have upgraded anyway.

2016 comes around, CoT's release date is confirmed, I put in for 1 weeks Annual Leave from work, review my systems components and bank balance and start sucking up to the missus :)
New PC, new game and a whole week of nothing but CoT and caffine.
Move a spare mattress into the pc room and get my sleep in there.
It'll be like the South Park WoW episode (without the mum/poo bit hopefully).

Well, I'd love it if they MADE us take time off. I haven't had more than 1 day off at a time in seven years (except for a weeklong bout of strep throat).
I'm a forensic scientist working for a state agency. We've had merit raises and hiring frozen for over five years so we're running at about 50% staff right now and the backlog just keeps going up and up and up.
You pretty much have to be experiencing one of the more advanced forms of death to get any decent time off.
Fortunately, things have improved a little and the freezes have been lifted by the Governor, but it'll take a while for new hires to get trained and on the job. Maybe by the time CoT launches, it won't be so impossible.
