I'm immediately reminded of Felonious Feedback from Hammerman and Mr. Togue from Borderlands 2, though Torgue is not a villain so much as he is the persona of COMPLETE AND UTTER AWESOME WITHOUT A VOLUME CONTROL! EIGHT HOUR GUITAR SOLO! WHEEDELEY WHEEDELY WAAAAAAAAAOW!
And now that I think about it, a lot of face paint, mask, and costume themed bands already look like they could be supervillains. KISS, GWAR, Lordi, Slipknot, all the ICP clone bands, etc.
And it might've been just me, but the Zombie Invasion event EB looked like he came out of one such band.

- The type of song she sings can effect listeners (Lullaby to make them sleep, heavy metal to make them angry, sad songs to make them sad or depressed (sometimes enough to break down and cry immediately), etc.)
Appearance:
- Skin is white, black eyes with white pupils and whatever the color part is called (sclera?), multiple black tribal tattoos, black hair
Silent Harmony
Powers:
- Any physical contact allows him to paralyze nearly any enemy for as long as he wishes or as long as he's within a certain range
- Making eye contact causes zombification (wandering around like you're braindead)
Appearance:
- Skin is black, white eyes with black pupils and scleras (just gonna call them that), multiple white tribal tattoos, white hair
A.M.P.
Powers:
- Can create and manipulate electricity
Appearance:
- Maroon-colored robot, kinda hard to describe without visuals
Damned Resonation
Powers:
- Flight
- Dual maces
Appearance:
- Think corrupt winged paladin
The Lost Octave
Powers:
- Bug physiology (Multiple arms, compound eyes, mandibles, ability to crawl on walls, etc.)
Appearance:
- Think Jiminy Cricket except with a worn out suit with the usual color scheme (black coat, white dress shirt, etc)
... wait... Muscle Ripper, second from the left...
That's the Ultimate Warrior. Different tights (Warrior always wore briefs, not star-spangled leggings) and slightly different boots (Warrior had tassels rather than fur, which was the trademark of Bruiser Brody); but the hair, face, facepaint, expression, and pose are all pure Ultimate Warrior.
Horn Dog looks strikingly familiar, too, but I can't place him.
