Base/Animation/Theme
The three will work together in our powers (and overall power sets) to make sure each is unique. The first and last are given to us by the devs, inherent in the power choice and unchangeable.. while the second is our own choosing, say casting an explosive beam or throwing a disk of energy (Casting a disc of energy and throwing an explosive beam? Maybe that too!). While this might seem revolutionary... guess what? The same system (and even MORE customizable) exists in an ancient game.. one I can't believe didn't come to mind immediately when I heard of this system.
That game..
is FREEDOM FORCE!
Power choice, the damage level of that power, the effects and damage type of that specific power, its range, its KB potential, its stun potential, it's animation, YOUR Animation as you use it.. All are possible with custom powers for custom characters.
So ladies and gentlemen, want to get your superhero on and see what standards I'll be holding our system up to? Check out Freedom Force and Freedom Force vs The 3rd Reich by Irrational Games (Yep. Bioshock's makers). Honestly, this only strengthens my argument that CoT CAN happen since the system they're going for has already proven to work. Not to mention the amazing things the modding community for FF have come up with (11 years old, still going strong.).

Incorrect. Bases and Themes is only the development-internal components of powersets. The player has the choice of powersets and of animation.
