Just to be sure I didn't miss something somewhere...
Am I correct that:
1) The Hunter equates to the CoH Blaster?
2) Because we didn't reach $750,000 or $1,500,000 the only Ranger specification at launch is the Partisan?
My two mains in CoX were a Fire/Energy Manip Blaster and a Claws/Energy Aura Stalker. Looks like I won't be able to recreate either at launch, huh?

Time to wait and see.
Depending what MWM decide to do for ongoing fundraising and what, if any, changes are made to the stretch goals as they were presented for the Kickstarter, I doubt we'll have any trouble hitting the "Double your BOOM!" level (which was $750k and meant the game would launch with double the number of classification specifications).

Yeah not only will they likely be raising more money during the next two years but their overall priorities will probably change regardless. I wouldn't worry too much about something specific like this just yet.

The 'Blaster' is a rough CoH analogue. CoT will never have Blasters because CoT is not CoH. We are not going to perfectly re-create powersets or 'archetypes.'
Just like Brute and Scrapper could share the same exact powersets and play differently because of a tweak of their Inherent AT power, so, too, will CoT Ranged/Assault-ish 'Archetype' be different from a CoH Blaster. So, whether the 'Dominator' type AT comes before the 'Blaster' type AT... it doesn't matter. The Ranged specialists will have their own feel and none will exactly match the CoH Blaster.

I understand things won't be exactly the same, Z-man. Heck, they may even be better! I was just working off your chart and the KS update to try to figure out where my shooty/smashy main would most likely be re-creatable. Seems to me the only smashy specification would fall under the Hunter, given that the other two are support and defence.
Regardless of whether the powers match exactly, I'll want to at least try to recreate my main. Given that the Hunter seems to be my best bet of doing so, it does indeed matter to me that it may not be available at launch. Not "matter" as in I won't want to play, but "matter" in that the first character I play won't be my main. I had kinda looked forward to exploring everything for the first time with Cinn and not an alt.

And part the planned for respec model would allow you to change your secondary, so you may want to be a Hunter, but only the Partisan is available at launch. Means when Hunters are released, you can respec into the Partisan.

Dr Tyche I think this is a great idea being able to change your Secondary power type (Def>Supp>Manip).
Am I correct in that the idea will also be to allow a respec to change the powerset?
So I can go from Fire/Fire (Hunter) to Fire/Ice (Partisan)? Or even just Fire/Fire (Hunter) to Fire/Ice (Hunter), but not Ice/Fire (Hunter)??

That is the idea we're tinkering with. We have not yet proven it will work quite yet, but that is the roadmap.
Now combine this idea with multiple builds, and you can better balance some AT's for solo vs team play.
