I think it would be good to have a few ingame homages to some of the people involved with the immediate aftermath of the shutdown and the fight to save it.
Specifically a few suggestions would be:
Name the City Hall Miller Hall
Have a Vazquez park.
Have a Lackey's bookstore
That kind of thing.
I think this is a good idea. Little homages are nice IMHO and don't cost anything.
I remember when Star Wars was cool...a long, long time ago...
There were quite a few tips of the hat in CoH to begin with, from do/so enhancement names, areas of the city, shops/restaurants/billboards, an entire villain group. I think there is more than enough room to through in some tributes to CoH's dev team, as well as other geeky references/silly parodies.

And I do remember some nods in CoH. Perez park for instance named after comic book artist George Perez. I know this game is a "spiritual" successor to CoH, but if possible give some nods to comic book hero/villian world from which a game as this comes from.
This is what the memorial park is going to be for. And why they created a Hurricane named Atlas that was stopped by 33 heroes so that they could have a memorial to the Atlas 33. MWM is way ahead of you here. I'm quoting stuff they put in their blog four or more months ago.
