Not being a PvPer, I understood the need to segregate the two sides in the old game but always lamented the unrealistic aspects of it. That the good vs. evil conflict among the more colorful and unique player creations was limited to a very few zones always felt wrong to me. The AE alleviated some of that feeling - you could always make a mission to face your archnemesis in Atlas Park if you wanted - but as it was all thematically a simulation, it took some of the edge off of it.
If City of Titans segregates the sides, can you please, please, please give our bad guys some good guys to fight? I always thought it was a major miscalculation in City of Villains that our red siders ended up facing other bad guys as their primary foes. Sure, the occasional mission or turf war makes perfect sense but if I'm playing a bad dude, I want to take out some capes. If the CoT redside gets some good guys to fight, I should be very, very happy.

There are some hints that this is what their plans are. You know, suggestions in the updates that heroes and villains will be in the same zones. Correct me if I'm wrong, but that is my read of it.
Yes, it is the plan to have Heroes AND Villains in the same city. I don't know the exact specifics, but as far as I have been told, they will be able to go almost anywhere together.
There may be areas more safe for Heroes and dangerous for villains(Like near Police stations), or more dangerous for heroes but safe for villains(In rundown neighborhoods).

I lived for the red side in CoH. It was fun on both sides, but most people ran on the blue which was eventually a very big problem. Once the DEVs started to allow any character combo to be played anywhere it really got bad. People complained that red side was more an after thought than innovative and that simply flipping the power order from the way it was on the blue side didn't make for a good villain in half builds. This always surprised me since many swore up and down that red side had the better content over all. People would complain that the red side was more rude and not all of it was people just role playing. The red side was tougher when it came to earning cash and winning fights. I'm only pointing this out because, I want CoT to succed and I don't think that can happen if a large part of the community is ignoring the red. It seemed that almost everyone that played a bad guy for any length of time really enjoyed a good bank robbery and wondered why some bank robberies weren't PvP style, it seemed like a natural thing to try. I and some others wanted to see a SF all long those lines. Why wasn't there one where baddies raided the Federal Reserve or broke into Wentworths or Fort Knox even - it seemed like a natural to everyone I talked to. Just about everyone wanted to make an Arachno and would go for 20 levels on the red side in order go gain access to that group, what a great villain concept they were. 7y NOT ALL VILLIANS WANT TO RULE THE WORLD - some just do it for kicks, the money and the good life :-)
I really hope heroes and villains are put into the same areas, because this will result in less alienation of sides, as it happened in CoX. I personally like APB's approach: both cops and crims are put into the same world, you see a crim mugging someone or breaking into a store, you press the witness key and BAM, you both are put into a match, cop tries to stop the crim before he has a chance to take his loot to a fence guy.
I'm sure MWM can come out with a way to make it non-pvp for those who don't want to participate in pvp, but seeing villains doing their missions will help the cities look more alive.
