The character builder and game has worked before this latest update, but now all I get are swirling colors on the screen. Here is my system info:

One of the Devs did mention over in this recent thread that they did sneak in a small update to the Unreal Engine during this last update. Maybe your problem is related to the problem the person in that thread was having.

Right, when did you last update your video drivers?

Integrated Graphics have a massive limit in processing 3D graphics. A dedicated GPU is almost always recommended when playing higher end MMOs. You have enough RAM and your processor is okay. Your bottleneck is your Graphics system.
Just as an experiment I recently tried running League of Maidens on my Surface Pro 7 (which is effectively like a small Intel i7 laptop with 16 GB RAM and integrated graphics) and even with all the graphics settings turned down to the minimums I was probably only getting a few FPS.
Interestingly enough that same Surface Pro could run the current version of CoT with default/high settings without obvious lag. Even though it was running I don't seriously plan to play CoT on that machine because it was clearly pushing it to the limits and causing it to heat up hot enough to fry an egg on.

I last updated my drivers 2 days ago, and ran a hardware and driver check to make sure everything was up to date. Guess I might have to update my computer if I want to play the game in beta.
Yeah the only real change besides stuff that was added - which those things under have any impact on hardware performance - is the engine update to 4.26.
Haven’t seen anyone with Nvidia document an issue yet. I have an AMD card at home and haven’t had any issues but it isn’t integrated.

I’m running with a discrete AMD GPU chip in my machine and haven’t noticed any issues (either MacOS or Windows side), but it’s a high end mobile GPU, not an integrated chip. I should probably go check on my old MacBook, which still has a discrete AMD GPU, but it’s much closer to the vintage of the problem machine here, might show something.
I don’t see any obvious show stoppers here, especially because it was working with the prior release. Between this and the other report, it looks like the new version of Unreal Engine might have stopped supporting older integrated GPUs.
Performance-wise, there shouldn’t be a lot of difference between the current Avatar Builder and the prior release, virtually all the changes were in the additional power selection screens, plus the new menu screen. That leaves the engine upgrade as the likely suspect.
Do you get the problems right away, with the new menu screen that shows up after the splash screens? Or can you get onto the island and it blows up there? If the latter, you may be able to get the GPU stats display up using Shift-G. If you can, a screenshot of that would maybe be instructive. Unfortunately you can’t get at that command on the earlier screens.

The swirling starts immediately upon opening the game, but a print screen gives me a normal looking picture, no swirling colors. It is all neon swirling colors, but you can barely make out shapes in it.Taking a screen shot with Shift G shows Dynam Res unsupported. So that appears to be the problem.
