It is probably too late, but I would LOVE to see an anime style residential hill like this somewhere in the game. You could jump from streets to rooftops with ease. a running battle through such terrain would be GREAT! and anime style homes are so loved....PLEASE Devs> how about it?

Just watch out for that yellow house with the brown trim. That's the home of a master of kempo, school of indiscriminate grappling. ^_^
Oh, and there's a Mad Genius working out of his mother's basement, just this side of that power line pole...

I don't see why it would be "too late" to add something like this to the game. Remember there are a lot of city zones being added to the game after launch which presumably means they haven't even been finished yet.
It doesn't seem impossible for there to be an enclave of Japanese-style housing somewhere like this kind of like a "Little Tokyo" in the city. Heck if there were such a place I'd probably have several of my characters "live" there as part of their RP backgrounds. :)

looks like the kind of neighborhood that might fit in well with Lotus Hills

Wait until you see the... nope, that would ruin the surprise.
That's another thing I liked about the village part of Cimerora, the tiled rooftops were nice and clustered together for that kind of activity. I wouldn't mind seeing that again.
Just hope that none of the contractors skimped on materials, so that, when your thousand-pound rock-monster Parkours across the rooftops, he doesn't fall through to the basement.
Be Well!
