I recently saw a mention somewhere in the forums about a game called TERA. I am trying it out for free as I wait for this game to be ready. I noticed that they use a version of the Unreal engine. The combat system is difficult for myself and my wife to deal with. I was wondering if this game will be like that, or more like COH/V, where you could "stick" to an enemy and automatically follow them around as they moved. This would mostly concern my melee characters.

The game will more like the classic tab target system with a few tweaks. There will be 'hard' and 'soft' targeting. Soft targeting is what you're used to, it's where your attacks go. Hard targeting also locks the camera and affects your movement controls to be based on the enemy.

This isn’t correct. Hard targeting is tab targeting. Hard targeting orntab targeting locks you onto your selected target for attacking (or buffing / healing).
Our soft-target system is an optional hybrid for action and tab target. Where you select a target but an move your cursor to “aim” at other targets, if you don’t select a new one, once you acitivate a power you lock into the pre-selected target. You can effectively use this to “aim” but under the hood it is still tab targeting with an extra step to allow more active aim.

I will say that having played CoX, GW2, Overwatch, and now Destiny 2, the "Action" targeting system is only useful/necessary for gun-based shooter games, as far as I can tell. I think CoT can easily skip that for the most part. If you want to do what GW2 does and have little in-game objects that you can interact with that put you into an action targeting system for a brief while, that's fine (GW2 is mostly tab targeting, but has sniper rifles set up in some ares you can shoot in an action type of setup that it switched into when you pick up the rifle).

I'm just going to post this here (again) for anyone who is unclear on the concept(s) involved. Note that the UI you see presented here (best viewed in fullscreen) is for a game released in 2007 and (dishonestly) killed by NC$oft in 2008 (hmm, where have I heard that M.O. before?).

Note the ... versatility of being able to use the exact same UI setup for both melee and ranged combat with equal ease/utility. My point being, you can do both.
