I know the cover art isn't a high priority right now, but I think with the game nearing Issue 0 and a possible release next year, it's a good time to think about it.
For reference, let's look at the City of Heroes art:

Looks pretty good (though Villains is a little lazier with the faceless mooks padding out the rest). Since this game covers both heroes and villains at once, something of a hybrid approach could work. Have the top half be heroes, the bottom half be villains, juxtaposing the two sides.
Any further suggestions and discussion is welcome.
Maybe a bit more traditional and go left side good, right side evil. But then to show you aren't just good and evil take the blue color for hero on the evil side and red for villains on the good side.

Ugh, that aside, I looked up some old art and I think this could be some good inspiration:

Obviously not exact, but a cover art the demonstrates the city and the world of superheroes it's about would be great, evocative of the theme. Of course, have the Phoenix in the center too.
Zoom in just a bit and have NPCs moving in and out the shot..
Show a costumed individual buying a hotdog from a vendor while a building in the distance is exploding.
I think it'd be good if not wise to have pretty heavy callback to CoH, since it is a spiritual successor. Have the pheonix lighthouse in the back of a bunch of charging heroes with the Paragons front-and-center.
