Is it reasonable to expect a release date in 2020? I've been thinking that was the target date, though I'm not entirely sure.

MWM has never speculated on a "Going Live" release date.
What is reasonable? I've seen Beta's last as short as 6 months all the way to 5+ years. Star Citizen?
It all depends on how well the beta process goes. 1 to 2 years seems to be about average.
Hard to guess without knowing the progress and status of all the different systems. Especially if pre-alpha is delayed, which would probably delay the 2nd Chance, further delaying the change of some devs to change to a full-time position. Theres too much we haven't seen or heard about.
It's easy to think they've been in development for years, but I would think, realistically, its maybe equal to a year or less of full-time work. If you took the average number of hours worked per CoT dev per week, I would guess its gotta be around 10-15 if even that high. I'd love to hear that's its higher than that but I would guess not. So it comes down to active dev numbers per department compared to another gaming company of equal scope. It takes x #ofhours per week for x years so if they are only around 20-40% of x hours per week, the years needed are going to rise.
It's not good and it's not bad, it's just how it is. Again, these are assumptions and I hope I'm wrong. Since this is a passion project perhaps they have a greater output than a normal dev, say 1 of their hours is equal to 1.5 or 2 of a normal dev...that would greatly offset their lower hours on average worked per dev.

Far too many “IFs” between now and then to give anything definitive. Issue 0 to 1 involves many steps some of which are rather large and carry significant implications.
One of which involves the transition from volunteer studio to professional studio. And while it would be lovely to have a sompletely smooth transition, it is one likely to have some growing pains. Rather like any majo game release, there will e bugs in the system that you couldn’t resolve and have to work through, with, or around them until you get everything working “right”.
Do we have an idea? Yeah we do. It is a wiring goal but is also not a solid target.m either.

Any chance at getting an official word about the status of Issue #0, the Fall 2018 release date or the "motherboard" problem referenced in another thread (sourced from Discord)?

Increasingly thinking it was in reference to a past issue, and is why it's now "end of year 2018" not "fall 2018", not a further delay.
