If things remain on track, we've only got about 45 days at most before we have the character creator.
Costume Contests were a staple of the CoH community, even if I had 0 confidence in my hero's default suit, it was fun to show up and see what everyone managed to accomplish.
We know next to nothing about our gathering space in Issue 0, including how many players will appear per phase/shard. There's not yet any form of currency or items to use a prize, though I doubt those here on the forums care about that.
That doesn't mean we can't begin the contests though, I think it would be a great opportunity to stretch the char gen, see how many unique versions of 'fantasy dwarf', 'eldritch cultist' or 'technomancer' we can get.
But, rules need to be decided upon, to which I call on the rest of you (Forumites ASSSSSEMBLE!!!) to help narrow these down before we're neck deep in cape colors.
I'm thinking once a week, a theme is called upon with a dedicated forum thread. Posts to that thread are limited to a photo of the submission, discussion can be in an off thread. One submission per person. You can change your submission up to the deadline by editing your post. At the end of the week, the deadline is hit, no new submissions or changes. A new submission/discussion thread is opened for a new theme. Judges get 1 week to deliberate and announcer a winner.
Example:
Week 1: Theme 1 has submission and discussion threads open.
Week 2: Theme 1's submission thread is locked. Theme 2 has submission and discussion threads open.
Week 3: Theme 1's winners are announced, Theme 2's submission thread is locked, Theme 3's submission and discussion threads open.
Anyone have any suggestions or edits? Should photos be limited to within the creator and not the shared space? Is 1 week not long enough? Speak up!

Depending on how many judges end up volunteering for this effort, it may change the length of time required for voting purposes. So what if you used a site like survey monkey or something so that the community got to vote on their favorite submissions? Then that takes pressure off of volunteers for judges, and makes it so you’ve really only got one main organizer that then sets up the “survey” (poll). I’ve not used one of those kinds of sites, but I would assume that you’re able to control when the survey time period ends, and then it’s possible to still follow the model you’ve presented of one week at a time.

This sounds like a great idea to me, and I'd love to take part! I'd also like to go with Foradain's suggestion of a poll deciding who wins, rather than a panel of judges. Judges are great, but they can end up having skewed point of view based on their biases, and it seems like it'd be more fun to have full on participation.
An infinite number of tries doesn't mean that any one of those tries will succeed. I could flip an infinite number of pennies an infinite number of times and, barring genuine randomness, they will never come up "Waffles".
Sign me up! Love the idea, i also agree on the poll process that way those who might not have access to the creator for one reason or another can participate. We don't quite yet know how simultaneously second chance will launch with issue 0, so if that's delayed, polls would work better.

On Champions Online, costume contests are run/sponsored/judged by supergroups, most do them on a regular weekly schedule, and there is a sort of central chat channel that helps keep people informed about the contests and what the schedule is - almost acts as a sort of regulatory body, preventing contests from overlapping, etc. There is a theater instance in game specifically for the costume contests, too. I've probably spent as much time attending them as anything else in that game, even hosted one, once. Before that, I'd also attended a number of them in City of Heroes. I don't think I have ever seen one done by forums, this way. Could definitely work. But I'll also look forward to participating in live contests in game if/when I'm able to play City of Titans in the future.
That could be a neat idea ! I'm sure MWM will givea specific forum for the beta testers in which they can post their pictures if taken pictures are authorized - regarding the NDA.

I hadn't even thought about a possible NDA during Issue 0, but the intention was to hold it here on the forums. Hopefully, if there is an NDA, we can find a way to post images here that can't be seen elsewhere.
I'm going to go off on a limb and assume they want to show off their "most complex chargen ever" literally as much as possible.
This would also be a good way to keep people from burning out on the limited content we'll have for awhile.

If there is an NDA for Issue #0 and they restrict sharing screenshots publicly that wouldn't make much sense as Issue #0 is, if I understand it correctly, the driving force behind getting people to donate during the 2nd Chance fundraiser. Can't really get people excited about a game, or even prove there is a game, if the only people allowed into Issue #0 can't share anything.

Perhaps a decent compromise for the NDA would be to send contest pics to a designated dev 1st and have them post the pics on the forums? That would maintain anonymity, but be more work for devs at a critical time. Hard call to make as I can't predict the demands on the PR devs at that time. Results could be handled by a simple forum poll.

Interesting idea, CO does something similar. Another interesting aspect would be for commanders, pending on how detailed the pet gen is. Maybe pet showcases also.
