The devs said that we could eventually purchase vanity -non combat- pets. It won't be for launch, but its something we could purchase.
Can we design our pets? Players have speculated on sidekicks bought this way.
might I suggest a few pet designs?
the ghost girlfriend ought to be able to be mostly made with whats available in the CC.
I would like the option for her to fade away from the waist down and have her float about.
further I would like to get an aura for her that I can toggle on or off. its little hearts orbiting her head...something like that. That would be another purchase.
But lets try something else...a mermaid! again she would float about - because she is a fish from the waist down.
another ghost, this one holds his/her head under it's arm. it follows you about.
Floating pets add a lot of variety to to the visual aspect of the name

I have nothing against your idea here other than it might be relatively difficult to implement. Each of your ideas here would almost need their own unique "non-humanoid body model" to pull off. Certainly not impossible software-wise, just likely time consuming from a development point of view.
I'll just throw out (one more time) my compromise idea for a special type of vanity pet that would likely be far easier to implement thus far more likely to become reality in the game. Basically I call it a "sidekick pet". In a nutshell this vanity pet would work exactly the same way they worked in CoH (completely non-combat oriented) with the key difference that the pet would come "equipped" with its own costume slot. This costume slot would be editable/designable exactly the same way a PC costume slot would be. The net effect would be to create a humanoid "pet" (using the same body models used for PCs) that would follow you around and basically serve as an NPC sidekick that looked any way you wanted it to. I would easily pay $20 in the in-game store for such a pet for my characters.

I hated having a humanoid pet, or any pet for that matter. Which is why I never played a MM. Unless it just hovers like the electric ball "pet", its just too much of a bother having to rely on them. Especially if you are traveling and your pet gets stuck somewhere and then you have to re-summon or wait for it to catch up. But for those who want a pet, I think its own customization should be limited to the color, or aura effects. I don't think pets should be humanoid.

That limits pet users to what? Non-descript shapes? Orbs of energy? Plants maybe? Oozes?
Leaving out humanoid pets would severely limit the kinds of character you can make.
What's a traditional villain without his/her metric tons of henchmen? Most classic DC villains could have been masterminds at one point. Joker has goons, penguin has goons, riddler has goons, Catwoman has goons, it was all the rage to have themed henchmen in the Silver age.
Sometimes you just need a bunch of goons who match your theme. Which is why I'd prefer to have humanoids (which should be pretty easy from a technical standpoint as you already have humanoid models out the wazzoo) who are as customizable as possible. Then you can have dudes in Hazmat suits, clowns, guys in purple tights with punctuation on their chests, etc.

I'm really not seeing any significant rationale for why there shouldn't be "humanoid vanity pets" other than your personal dislike for them. No one here is saying you must have a pet, especially if you don't like them. Don't like them? Don't get them. Easy-peasy.
Perhaps if you could offer some actual reasons why a "humanoid sidekick pet" would specifically be a bad idea for the game we'd have something to talk about. It's already likely that even if we don't get any "customizable vanity pets" we're likely eventually going to get a bunch of the non-customizable type in the game anyway.
Clearly many people who played CoH liked the various types of pets that were offered. Even the subject of "sidekick vanity pets" came up as a suggestion a number of times on the old CoH forum. I'm simply "re-suggesting" something that other people have been suggesting for like 14+ years now. *shrugs*

I really don't have a point and im not trying to change anyone's mind. But, when I think of a pet, I think of something small, that follows you around and has limited to no vocabulary. Maybe a fairy, or orb, or imps, gnomes, birds, dogs, cats.
How is a humanoid, such as a zombie, or a henchmen a pet? Maybe its just the terminology that bugs me.

Yes to all four, and I will point that we already have a sidekick pet as part of our old KS add-ons, which would use one of the player's costume slots of the player's choosing for their appearance.

To my knowledge when "vanity pets" started to become a staple of MMO's they were limited to what one would more traditionally call a pet but as time and technology progressed they started to include more and more non-traditional "pets" though the term "vanity pet" stuck. Maybe it's just my history with gaming but changing the term to "vanity being" doesn't have the same ring to it.
You could ask Michonne about her zombie pets:

But even with that I can understand that using the term "pet" for anything that might end up being "human shaped" might seem a bit weird to some people. Even the term "sidekick vanity pet" that I've been using for this may seem a little inappropriate/incomplete.
I'm open to the idea of coming up with another term for a "human shaped vanity pet" that might be more appropriate. But even if we don't come up with a better name for them I don't see that as a legitimately good reason not to have them in game. Again if you don't like them you wouldn't have to use them.

And yes I was encouraged by the KS add-on and was essentially hoping you'd carry that idea on into the game to let players get one of these at any time, not just as a KS add-on. This is why I'd be willing to pay a significant amount for one because I realize I'm basically asking for a KS add-on to become a basic part of the game, not a "special pre-launch only" thing.
But to be absolutely clear the KS add-on you're talking about (Instant Sidekick for $30) is just for a "mini-clone" that apparently just grabs one of your character's existing costumes. What I'm talking about is a vanity pet with its own independent costume slot that would be editable at any time just like a PC's costume slot. I'm not suggesting that the "sidekick pet" I'm talking about be just merely a carbon copy of the PC - I'm suggesting that it be allowed to have its own uniquely designed body/costume. It would effectively be a PC body model that would be "re-purposed" to be a vanity pet.
To give credit where credit is due people really have been suggesting something like this since the CoH forums. I'm not even sure I originally came up with the idea back then - I think I saw someone else suggest it back in like 2004 or 2005 and I've just kept the idea alive ever since.

Yeah but it's not JUST a pet. It's a pet that could look like ANYTHING you want (as long as it's basically person-shaped). Imagine buying a car that could be made to look like any car you wanted it to look like - you'd probably be willing to pay a premium for that wouldn't you? I know I would. ;)

Also notice that, as a Shop purchase, it's Account bound, so you could have an adoring fan following EVRY one of your characters. For $20.

Yeah to be precise I'd easily pay $20 for something like this to be an in-game store "account based" purchase. Even as fanatical as I'm likely to be about this game I doubt I'd want to pay $20 to have such a pet PER character. Buying extra costume slots back in CoH was similarly expensive but those also applied to EVERY character of an account, not just one.

Store purchases are account-bound, not character, so that would indeed be a vanity pet for every character.
