Name: McJigg
Specialty: Supernatural occurrences
Age: 30's
Compliance: 'Enough'. Occasional disturbances of ongoing arcane investigations. Focused on personal project, all official work done on time to minimum standards.
"Ever seen the man in the moon? The actual one. It's a bit of a life changer to say the least. After that night, that's when they started to arrive in my dreams. The trainers that is... None of them seem to have names, but they teach me things. Old magic, astral walking, spirit talking, defending myself, to beware the man in the orange hat. But the most important lesson, one that I can pass on, never forget to laugh."
McJigg is hero who uses an innate magic ability. While he claims to be trained in dreams, those who actually study magic to any academic degree consider his use of it simple, sloppy, despite the effectiveness. This lack of formal training also leaves him without any real knowledge of rituals or artifacts and thus his ability to investigate magical groups can be limited. However, where others may require a ritual to speak to spirits, McJigg simply can. Although he wouldn't out of respect, he could theoretically walk into a cemetery, approach any occupied grave and speak to the person inside. He can see the ley lines without any preparation or help. He can see who's possessed, detect demons, knows of the things lurking in darkness. While he can't effectively investigate supernatural crimes, he's superb at dealing with super natural events or creatures. While he tried to sign onto the Bureau of Paranormal Investigations and Tracking, he lacks any proper credentials and has been deferred into Titan City's licensed costumed crime fighters. Generally effective at the job, his superiors note that he spends a great deal of time investigating 'The Man in the Orange Hat', a supposed evil entity that Titan City, or even the Bureau of Paranormal Investigations and Tracking have no record of.
[Slated to be a Power Control/Vampiric Emination Operator at launch]
McJigg attempts to keep a positive demeanor at all times. When people or spirits try to demoralize, fear or intimidate you, he swears that laughter is the best defense. He fights by sapping his opponents latent and innate power and transfers it to himself and allies. He carries a spear of no note other than it's old age and is capable of simple combat maneuvers. It's mostly just used as a focus for his abilities, though removal of the spear has no effect.
His costume is rather simple, but of special note is his mask (As close as can get to forum avatar). While the mask itself has no power, the symbology is of particular importance to McJigg. Never let them see your fear, never fight insults with insults, or hate with hate, but most important of all.... Never forget to laugh.

Name: Quickfix
Specialty: Patrol and Caped First Responder
Partner: Frigerific
Age: 20's
Compliance: Above average, attempts to operates within all policies and procedures at all times.
"People see my speed and overestimate just how fast things can get done. Sure, it could be done in an instant, but surely there's a balance between getting it done fast, and getting it done well."
Quickfix is a speedster with a unique weakness. He never gained the reflexes to match. Unable to react any faster than a normal person, his max running speed has never been tested. At age 10 on the playground at school, a transport truck carrying radioactive equipment turned over as it was getting hijacked. While other children were exposed to small amounts of radiation, Quickfix was the only child who got splashed with a tiny amount of direct contact with the substance (See case file TF4563-J) It's unknown if this incident, dormant mutation or combination of both is the cause of his powers, but they began to manifest shortly after and reached full potential about a year later. Like any child, he was rather reckless with his speed and didn't understand the consequences of actions. At 15 there was an incident while running in a hallway at school, he ran into another student resulting in this other student breaking a leg. From that point he tried to learn to discipline himself in an attempt to not inadvertently harm others. His family being poor, were unable to afford the martial arts classes he thought could help. Instead he joined a martial arts after school program. The instructor had no credentials and Quickfix learned very little actual martial arts but the man became a mentor who did teach Quickfix to control himself. After high school Quickfix attended a police foundations course in college before enrolling as a licensed caped crime fighter. He mentions acts of heroism witnessed during the Atlas Hurricane that inspired him to join. Given his patience, he was assigned as partner to Frigerific, an experienced hero and ice thrower that others find difficult to work with. Despite the personal differences, Quickfix is the first partner Frigerific has not formally requested to be reassigned. Managers note it's assumed Quickfix checks Frigerific's paperwork before hand in, as Frigerific's paperwork as improved considerably since the two partnered.
[Quickfix is slated to be a Fighting Prowess/Grit Enforcer. Powers will be martial art and speed themed, however his secondary will not be super agility due to his lack of reflexes]
Quickfix is an idealist and optimist. He believes in every aspect of the job including the importance of the paper work for tracking and prosecution of criminals. He enjoys his patrols and eagerly shows up to any situation calling for a cape. Unlike most speedsters who claim to perceive time as slower, or get easily impatient, Quickfix shows great patience and discipline in controlling his powers without the usually associated reflexes. Since joining the caped crimed fighters, he has attended both self defense and martial arts classes.
His costume is insulated against the heat friction of high speed, protects his eyes from wind and debris and is padded to resist bullets and knives in vital areas.
Name: Frigerific
Specialty: Can't be fired.
Partner: Quickfix (70 priors)
Age: 40's
Compliance: Does just enough to meet court mandate, enjoy malicious compliance.
"Can I go do my job now? The one where I fight the bad guys?"
Frigerific throws ice, he does it well. It seems to be the only thing he does well. No origin has been provided other that one day he found he was able to throw it. He initially just dawned a costume for fun and to show off at parks, but a purse snatching incident occurred near by and caused Frigerific to turn full vigilante. Operating without a license, Frigerific listened to police scanners and showed up where ever he was able. Initially police assumed he was licensed and allow him into perimeters. After the first instance of being asked for ID, Frigerific had one forged through unknown means. When word got out he was Vigilante, he would ignore police and find ways to enter anyway. When confronted afterwards, Frigerific would always find ways to escape. As Frigerific always employed non-lethal methods and used his ice to constrain criminals for the authorities, chasing him down became a low priority. That is until the accident. Frigerific broke into a gang stronghold to break up an arms deal. His plan went south and a battle broke out resulting in an explosion. The explosion killed four undercover officers in a sting operation. Had Frigerific been licensed, he would have been instructed not to intrude and the sting operation would have completed normally. The deaths of the officers put Frigerific on the wanted list, he was captured within a week. Frigerific had a closed trial for four counts of manslaughter and details are scarce, but it's known the judge offered a few options based on his history of non-lethal crime fighting and the extraneous circumstances of walking into an undercover operation. He could either become licensed and work under strict supervision/probation (keeping his civilian identity hidden) or hang up the cape for ever and serve civilian probation (with a record on his civilian identity). To not follow either option would mean jail, and full disclosure of his civilian identity to the public. It's since been 15 years, and Frigerific is about half finished his probation working for the city, managers note in another 15 they look forward to firing him. Frigerific has been through over 70 partners in his time working with the city, Quickfix is the first one where neither have officially requested transfer.
[Frigerific is slated to be either Force Blast/Barrier generation or Psychic Blast/Barrier Generation Ranger. Choice will depend if Psychic's controls can look frost themed, if not, Force for the knock back of being hit by a chunk of ice]
Frigerific carries a negative attitude and to this day resents everything that comes form serving with a license. Paper work is barely to spec, talks back to support staff, tries not to interact with other licensed capes. To his view, these are barriers to the real job, fighting crime. Frigerific's attitude perks up outside office environments and more so on patrol. As much as he feels held back by policies and procedures, it seems he puts up with it just so he can fulfill his passion. Fighting crime and helping the populace. To those who know of his predicament, he's stated that to hang up the cape would be worse that accepting the jail time.
Frigerific summons and forms ice. They are not elegant designs, they are not geometric shapes, they are crude renditions of his will. Frigerific uses this ice as solid projectiles, forms basic weaponry, and encases/constrains criminals for proper arrest. Figerific takes care that his costume does not reveal anything to do with his identity, it's insulated against the cold he creates so as to protect himself from hypothermia.
Name: Douglas Timothy Mantic, "Psimantic"
Specialty: Investigations
Age: 40's
Compliance: Up to standards.
"There's fighting criminals, and then there's fighting crime. Learn the difference."
Douglas's father, Frank Mantic was a police officer. Douglas would bond with his father watching all manner of cop shows on TV growing up. He knew from an early age he wanted to be detective, in the force like his father, like he had seen on TV. Complications arose in high school when his telekinetic powers began to manifest. Distraught, Douglas believed this would bar from being a normal officer, that he would instead be forced to be a 'cape'. He had no interest in costumes, no interest in fame, no interest in fighting super villains. He wanted to solve crimes. Frank was not one to see his son's dream crushed so easily, and trained Douglas to hide his power. Hiding his power, Douglas made it through school, training and proudly entered the force.
During the Atlas Hurricane, Officer Mantic was active in trying to help the civilians remaining in the city. He drove people to shelters, delivered supplies, deterred looters, he worked himself into exhaustion. As the storm got worse, he changed stations to guard duty at a shelter located in a public skating rink. Lacking sleep, he kept himself awake with coffee, sleep would be for when the storm had settled. Although it had been largely uneventful, he was convinced it was always possible for a super villain to spot an easy mark, a group of people at their worst. First there was the sound of an explosion, before anyone could finish gasping, the power went out. Officer Mantic helped calm everyone down and decided to take a peak outside. Outside, a battle raged, a group of super villains and heroes flying through the air, throwing cars, throwing fire not two blocks away from the shelter. He went back in and informed the other officers to try and get everyone under cover.
People took cover as best they could, but a skating rink does not provide many options. Civilians huddled in silence as the sounds of combat continued outside. Suddenly the roof tore open, rain fell into the building. In the initial shock, no one realized at first that two villains hovered above. One held a gas tanker truck above his head, the other one's hands were on fire. It was difficult to hear over the wind and the rain, but what was going on was clear. It was a stand off, the villains ready to throw the tanker into the building and ignite it if they didn't get their way. Everyone inside was being held hostage. The villains and heroes shouted at each other, it sound like it was going well. Officer Mantic motioned the other officers to start leading people out, hoping the villains wouldn't notice. He himself walked into the center of the rink, trying to direct people's attention to get out and stopped once under the two villains. The arguments got more heated. The villain holding the truck pointed down at the civilians to make a point, and at this point noticed they were trying to get out. He threw the tanker down. Officer Mantic had never used his power in public, he had never lifted anything more than a phone book, but in the burst of adrenaline, managed to halt the tanker meters away from himself. The civilians screamed and ran, Mantic lifted the truck higher, trying to gain distance. The second villain just shot fire at the tanker just as the heroes flew in and tackled her. Mantic pushed harder with his power, the fire hit the tanker and it exploded. Mantic screamed, his mind burned as his power kept the explosion from spreading downwards. The fire, smoke and debris swirled in the air, further damage was done to the building. Without thinking, through reflex, Mantic would also prevent those areas he could see from collapsing. As the fire died out, Mantic would black out. Of the few hundred in the building at the time, three would be injured, no deaths.
Emergency services would enter the building to find Mantic unconscious, floating in the air, along with much of the debris. Taken to hospital, he was tied to a bed where he floated in a coma for two weeks before awakening. He would never be the same. The sudden strain of using his power in such a manner had changed him, for one, he could no longer turn it off, he couldn't ground himself to not float. He had earned the nick-name "Psimantic". On top of that, his secret was out, and few looked upon him favorably. To some he was someone with powers too cowardly to be a cape, some thought he became an officer as take the easy route, officers thought he was just trying to make them look bad. His allies were far a few between.
Psimantic as he was often called now fought an uphill battle just to keep his job. When other officers don't want to work with you for the threat of showing them up, and capes don't want to work with you for being a coward, it becomes very hard to be a team player. The only good news is this earned Psimantic a promotion to Detective, a position he could largely work alone.
Working alone with his secret out, Detective 'Psimantic' was now free to use his powers. It helped when you can lift things up in a crime scene without lifting fingerprints. When you float above the floor, leaving the blood splatter undisturbed. Married to his work, Psimantic has no remaining family, and few friends.
Psimantic just wears standard work clothes, the exception being large heavy boots which he finds to help orient himself right side up as he continuously hovers to this day.
