Hey so I came up with this idea for a Hero who's kinda like Batman if he traded in his utility belt for a book of spells. I want him to be like Bruce Wayne meets Stephan Strange, but I don't want him to be the world's strongest apex human like Batman or the world's most powerful magic user like Doctor Strange, I want him to be just strong enough at both that he depends on a mixture of the two to fight crime effectively, and I want him to be more at a street level than today's Batman and Doctor Strange. Also need ideas for a backstory and where he found his book of spells.

He's an archaeologist (comic book/movie kind like Indiana Jones), found the book of spells on one of his excursions.
Cue some kind of tragedy to thrust him into wanting to fight crime; his brother, who had never gotten his life together was killed by some crime lord. Or something.
He was able to translate some spells from the book and even use them! But spellcasting is exhausting for the untrained, and the spells are hard to translate.
As for an archetype and power sets, a melee/protection with tertiaries involving control, support, or ranged attacks would probably work.
For a different take on a magic Batman there's a short called Batman of Shanghai, it's very good.

I like it, mixes the pulp and noir themes of Batman with the mystical nature of Doctor Strange though I've already seen Batman of Shaghai, and I was thinking more European fantasy rather than Wushu style fantasy, though I did already think of the archetype already. I was going to make him a Gladiator with Tactical Combat/ Grit and make all the different combo powers him mixing magic spells with martial arts with his momentum sort of acting like a mana bar for his protection spells and combat spells with atrophic blast and psionic blast for his tertiaries. For the tragedy I'm thinking that his brother was a drug addict on the low end of the crime ladder, who never really hurt anyone but himself, and then him finding him shot to death, having him take to the streets to fight crime and track down his brother's killer. Don't know if I want him to still have an animal theme like batman or if I want make him look like a stereotypical private detective with a full mask and gloves. Also still need a name...

Not that they're likely to be reflected in the combat powers, but they'd make good justification for investigative utility powers, if any.

How about he wears a single bracer that allows moderate telekinetic like powers (pushing/pulling objects/people, perhaps lifting smaller objects), while he himself knows levitation, short distance teleportation, portals and martial arts. None of those magics on their own is overly powerful, but together with the martial arts would crate an interesting fighting style full of magic trickery without the need for fireballs.
As for backstory, he was just walking home one day and decided to cut through a back ally shortcut. He came across an old man getting mugged and violently beaten. He shouted for help which startled the muggers and they ran off with most of the man's belongings, a few items falling out as they ran. Tending to the old man it turns out he was a retired hero who still carried his old equipment out of nostalgia and habit. Helping the man get medical attention, he passes on to you the objects that fell out as the muggers fled. A single magic bracer and a book on teleportation... Under the old man's tutelage, he became a hero in his own right, hoping someday to retrieve the rest of the belongings that no doubt would end up on the black market.

Nah, don't really like that idea and I've already decided to use a backstory already stated, and right now I kind of need a name and a theme more than I need a backstory and powerset.

You could really ham it up, just refer to himself as 'The Friendly Gentleman'. Walk around like a James Bond or Kingsmen type and overplay actively trying to be mysterious.

I'm going to recommend that you read the latest book from the [b]Dresden[/b] Files by Jim Butcher, [b]Skin Game[/b]. A character in there does almost exactly what you have described this character as, and he was quite effective.
I would also recommend watching, if you can find them, episodes of [b]The Magician[/b] from the 1970s starring Bill Bixby of [b][color=green]The Incredible Hulk[/color][/b] fame.
For both characters it isn't about being the most powerful, it is about using what you have in new and inventive ways so that you can be effective.
