Some times, you pick up a comicbook, read it, then immediately want to finish the story you just started. Sometimes you can, sometimes you have to wait for the next issue.
It would be neat if the game had discarded comics (or even some you can read in like a comic shop) that you can click on, and then when you finish the story (by finding all the comics from that story) you get a badge. Maybe even have an achievement or acolade or something for reading all the comicbooks called "Ultimate Fanboy" or something.

Though comic covers would serve the same purpose and be less work all around. Could have them have something to do with some in game missions or just some lore tidbits

Given what we know about the game mechanics being promised for City of Titans, it would seem to me that using fragments of comic books as Leads that can be assembled into generating Missions might not be too bad of an idea ... notwithstanding Demonic Influence™ in the detailing.

Basically, yes. I was just thinking you'd be doing a mission or something and then if you go look around, you might find a comic book laying on the ground. If you click on it, you can read a small (couple of sentences) blurb about that comic, then the game credits you with having read that part of that story. Once you've read all 3 (or all 5, or whatever) parts of the story, you get the badge. The comics of a given story line could all be in missions of a similar type, or scattered all around, or all in a specific task force ("anyone wanna do a comic book run of this TF?"), etc.
You could do something similar with action figures, or t-shirts, coffee mugs, etc. They could be placed strategically by the devs in places that aren't obvious and found by us as part of a sub-game type deal.
