Please read the current update for instructions on downloading the latest update. It looks like we can give everyone a list of minimum specs for running City of Titans. Please keep in mind that this is 'for now' until we are able to add more graphics and other system refinements. Currently you will need :
Windows 10 or later required; no Intel integrated graphics like UHD, must have AMD or NVIDIA card or discrete chipset with 4Gb or more of VRAM
At least 16GB of main DRAM.

I figure I might as well put this up. I reworked a lot of my older characters that I had as Bleddyn while coming up with some new ones. Something to note is this is currently still a work in progress (I don't have very much time to generate character ideas and concepts these days) so of course it's still subject to change

Also, I came up with a new character template if anyone wants to use it. Police Notes are basically in-universe notes made by the TCPD (Titan City Police Department). They are pretty much little tidbits that the police have included in there cape files. Author Notes are optional and are intended for the Author to include interesting pieces of information of how they came up with the character in question. Debuts are your characters first appearance on Titan City's cape scene (so there first night out essentially). You can write them and backstories from third person (outside account of events) or first person (character's own account of events).

Power limitations are obvious. Unless you want an all powerful character your character's powers will have there limits and/or counters. Personality also includes flaws as well. The rest are pretty self-explanatory

-Biokinetic/Umbrakinesis: He has an interesting variant of biological manipulation. He can restore civilians, other metahumans, animals, himself, his minions, and perhaps even aliens to full physical health via making use of the shadows near him. He can also use this to empower his allies and his creations in battle for a brief amount of time.
-Necromancy/Umbrakinesis: An interesting combination of a growingly infamous power, Necromancy, and Umbrakinesis (Darkness Manipulation). He basically can steal the ‘’shadow’’ off of a dead corpse of any kind no matter if it’s human, animal, or alien. He thereafter can manifest the ‘’corpse shadow’’ out of the surrounding shadows into a somewhat organic being of low intelligence and modify it however he chooses. He can either use these creations as his eyes and ears or use them as aides in battle. He is known to favor crows.
-Parkour/Wall Climbing/Acrobatics: He is rather active practitioner of these physical and dangerous feats. He generally uses them to transverse across the city but he occasionally has been seen using his acrobatics to dodge attacks in battle.
Known Limitations:
- Can not maintain his powers near it’s ‘’full’’ capability for long periods of time, commonly causes migraines and blood vessels to break in the nasal cavity. Can possibly work to beat this limitation with practice and endurance training.
- His powers on it’s own is weak to fire powers, ice powers, light powers, and certain magical powers. He can possibly try to compensate for this. Shadows can still be incapacitated or killed conventionally
- He does not use the full capabilities of his powers. Explanation not given
- Head is relatively unprotected
- On his own he cannot do very much. His fighting style is mostly built on sending his creatures to fight and dodging attacks if needed. He also tends to empower his creatures or his allies if needed. Thus making him a big target and on the defensive a lot.

Unknown durable leather like material covers entirety of visible body in a black armored tight suit with pale yellow regal patterns etched in. Wears specialized steel toed black boots with the very same pale yellow etchings outlining them and an black long hooded overcoat with the edges outlined the same way. Does not have a helmet or top piece so hair flows freely.
- It’s relatively unknown if he’s armed as he commonly does not flat out jump into battle. Some civilian onlookers have claimed to see him use unusual looking knives at one point.
Personality: - Highly curious. Even before he gained his powers he had his head stuffed into a book more often than not. Biology and anatomy books were his favorites amongst the nonfiction literature. He is very much intrigued by the workings of living and dead organisms. Including his creations who seem to be odd organisms of their own
- Friendly but misunderstood. Sebastian hasn’t had very many social experience with people due to having a very isolated upbringing. He commonly tries to be friendly but comes off as weird, eccentric, or even creepy. His creepy powers certainly do not help. He takes any bad reactions he gets in stride
- Determined to a fault. When Sebastian gets an idea in his head about how to solve a problem he will pursue that solution without stopping. This is part of what makes him an unnerving foe in battle. Even if he has taken a lot of damage he will just keep coming…
- Selfless to a fault. Passing out trying to help people isn’t unusual for Sebastian. Trying to help people while being horribly injured or maimed is not unusual either
- Heavy jokerster or trickster. Sebastian likes to joke around a lot and pull pranks on certain individuals
- Disturbingly calm when serious or mad. Also part of what makes him an unnerving foe. Sebastian does not rely on rage when it comes to attacking enemies that have angered him

Police Notes:- Crow does not work with the Titan City Police Department or other Superhero Teams that go by the book when it comes to the law albeit that does not mean he won’t ally himself with them if needed. While he doesn’t violate the law he doesn’t adhere to it by the the book. He will stretch laws if he can. He’s designated as a rogue due to this.
- Crow is noted as a an metahuman individual worth keeping eyes on by the Titan City Police Department and metahuman teams for his high threat level abilities. The TCPD has a contingency plan in case he goes villain and things start to get really messy. Some metahuman teams want to recruit him for his healing and support abilities
- Interestingly enough Crow has been seen as an ally with another powerful and popular rogue named Gepetto that also cleans up some of the worst parts of Titan City. Their relationship has been speculated to be family like by CapeChaser forumites due to occasional sightings of them working together as a operator dynamic duo of sorts.
- His powers and debut initially were met with controversy in the general media. Some people misinterpreted what he was doing to the dead bodies he found and thought he was kidnapping, enslaving, or eating their souls like Necromancers of old did. Crow himself dispelled the rumours on CapeChasers in his own thread via explaining how his power works. He explained that despite popular belief that he was stealing the souls of bodies that he was actually just simply stealing the shadows of said corpses . The shadows themselves are just templates of whatever they belonged to that he could modify if he wishes. He argued that if he were a standard Necromancer that he would drag the bodies off into places unknown instead of repairing damaged bodies and sending them to the nearest hospital morgue for their families to claim.
- Crow has occasionally appeared in Jump City Hospital to heal civilians.
- It’s been noted that unusual crows with oily serrated jet black bodies and glowing pale yellow eyes are actually minions of Crow. Crow was given his codename partly due to a murder of crows commonly seen watching over certain neighborhoods of Titan City. He confirmed that his first ‘’corpse shadow’’ was from a dead crow.
Author Notes: - Sebastian was my very first roleplaying character ever. Initially he was flat out necromancer trying to make due of the taboo powers that he manifested despite how they are commonly associated with evil. When I went to reconstruct the character concept behind him with new ideas I ran into a conundrum. The long and short of it as that I couldn’t give him dead bodies to experiment with for obvious reasons and I didn’t want to restrict him to just skeletons or mindless ghosts. Initially I considered the idea of using ‘’bone dust’’ but that wouldn’t explain how he would manifest undead bodies out of nothing unless I went magical with his origins (which I wanted to avert as that would be a way too easy path to take in my eyes). I also had some ideas for a umbrakinetic (darkness) hero that controlled creepy minions made out of shadows as well. So I thought…..’’Hmmmm, what if I combine those two concepts and get those two ideas out on one character’’. He’s not a necromancer in the traditional sense but he still needs dead organisms to work his operator/master powers.
- Sebastian’s costume having plague doctor elements in it is wholly intentional. Plague Doctors if you don’t know where physicians and surgeons who appeared around the tail end of The Dark Ages and were around near the start of the Renaissance. Their first appearance was during the infamous Black Death were many of them would visit towns in their signature outfits (a beaked mask that functioned as a primitive gas mask with a hat to top off the head, a trench coat or robe to cover the entirety of the body, and heavy duty gloves) to try to either help the victims or quarantine the victims off. They unknowingly brought the plague to the people themselves as they weren't fully aware of how diseases worked at the time. On top of that some of the doctors were very unqualified for the job (due to the time period this happened a lot) and treated victims like lab rats or toys. Due to all of that the doctors ended up gaining infamy that has lasted to this day. Sebastian wanted to redeem the initial idea behind these doctors via healing people while scaring criminals at the same time.
- This version of Sebastian retains most of the traits of the previous versions just with much much more in detail. I removed anything I found unnecessary or I thought didn’t gel well with my original idea once I rethought it.
- Crows are commonly associated with death and the curiosity of life. They are also generally noted to be particularly clever. The cape name was chosen partly because it’s symbology but also because Plague Doctor masks notably resembled Crows and their cousins (Ravens, Magpies, Rooks, etc.).

Known Powerset(s):
- Teleportation: short range teleport, loves to use it to confuse and infuriate opponents. Can be used to escape any restraining device or power
- Hammerspace/Archive Weapons: Appears to produce weapons out of thin air from behind his. Can even produce weapons that he stole from others
- Claws and Bite: Occasionally will use claws to carve into enemies. The wounds from the claws do not stop bleeding unless you use healing powers or get medical help. He only notably uses it if he wants to kill his opponent
- Regeneration: Able to regenerate any part of the body back. Including the head.
Known Limitations:
- Vulnerable to ranged attackers that keep there distance. Can possibly beat this limitation in the future with better practiced teleportation and creating ranged hammerspace weapons
- Hammerspace Weapons are non lethal and are mainly melee. The first limitation can’t be broken, the second can.
- Teleportation is not silent
- Regeneration takes a while and has a threshold. If the damage exceeds said threshold then White Rabbit needs medical attention or he will die. On top of that his regeneration is not very fast
- He is really weak towards sound manipulating metahumans. The large ears give him enhanced hearing at the cost of catching high frequencies that could cause horrible pain much faster than normal human would.
- A restraining device with a power inhibitor is a very easy way to pin him down. Good luck attaching it to him though...

- Fear Inducement: What he is known for. Dread can induce fearful hallucinations with an unidentified black sand-like substance that his body shifts into as a defense mechanism. The hallucinations can cause high amounts of distress amongst humans and metahumans to the point of cardiac arrest. The sand has to get into the victim’s body. Only healing capes can negate the effect completely. Dread generally can control how long the hallucinations last and how distressing they are
- Body Shapeshifting: Dread can change parts of his body into a abrasive sand or powder composed of unknown very fine particles . He can do this to form weapons like claws, tentacles, spikes, and provide defense.
- Sandstorm Creation: Dread can manifest a sandstorm from his body voluntarily. The sandstorm is really hard to see through and can be somewhat of a challenge to move in. On top of that it blocks out radio waves and visible light waves and is a sound dampener. Generally used to escape a battle, obstruct his enemies, or even sneak up on enemies
- Hover/Invisibility: Hovers off a surface ground with a cloud of black sand. He can use this to transverse across most surfaces undetected
Known Limitations: - Dread is generally a close combat fighter.
- Dread is weak to ice powers, fire powers, and water powers.
- Dread can not breach certain types of armor or certain protective powers. While he does know other ways of dealing with those type of enemies he still isn’t as effective as he would be against non armored enemies.

Personality: - Lucian is very friendly and sociable. He generally does not bring attention to the fact that he does not look entirely human.
- Dread is presumed to be mute.
- Lucian is very observant of other people. It’s not unusual to see him watching people near Alexandria in his civilian or costumed identity
- Lucian is not abrasive but not lax either. He generally takes tasks seriously but he knows how to wind down

- Lucian enjoys people watching, bird watching, and animal watching.
- Lucian likes to sit and take in beautiful surroundings. He has shown interest in traveling before to see the visual beauties of the world

Police Notes: - Disturbingly enough the unidentified dust/sand like material that Dread uses as a weapon has human blood and unrecognizable components mixed it. It’s been hypothesized that Dread is possibly an hybrid of a human and either a supernatural creature or an alien. The sand in itself seems to be a force dampener. It is theorized to encompass his body similar to skin in but can be used as a powerful weapon if threatened
- Dread can not be easily identified in his civilian identity as people with unusual features in Titan City are certainly not uncommon in any sense of the word. All that is known about Dread is that he is a local to Titan City and that he likely has been a longtime resident
- Dread is a very controversial figure in social media. His powers to put it bluntly scare the hell out of people which seems to partly be the point. He has been caught on phone cameras by CapeChaser forumnites using his powers on criminals. While it has been noted that he never targets unarmed civilians and even will actively save them first that has not saved his reputation in the eyes of some people. Some have compared him to the violent vigilantes from the nineties. While others will argue that the comparison fails because he has been sited goes out of his way to avoid any collateral damage and that his costume is not drowning in black
- Dread is designated as a vigilante by the TCPD and many hero organizations. While he is violent towards known murderers, traffickers, drug pins, and rapists (metahuman or not) he seems to show a surprising amount of mercy towards homeless or people trying to get by via turning to crime. What is also interesting to note is that he is willing to work with heroes to take down villains and gangs non-lethally which has earned some respect in the hero community.
Author Notes: - Dread was my 4th character concept after White Rabbit and Gepetto. He was partly based on Scarecrow and some interesting concepts I saw of fear personified and Cloaks from Journey. Beings made out of black sand were very common for a concept like that. Some even used ash. I didn’t want to completely rip off Scarecrow but I didn’t want to completely turn him into an inhuman monster either as in my eyes both of those would be too easy to conceptualize. So I went with a concept that tries to emphasize his scary traits in a subtle way. He is clearly half alien in his civilian identity but despite that still acts friendly. His cape identity however is visibly inhuman, quiet, and unnerving.
- Dread’s concept was also based on a simple what if I had. ‘’If someone has the power to simply put people in a terrified, hysterical state then how could they hypothetically use such a power for good?’’. He is intentionally meant to be a violent vigilante but only towards certain targets. I am assuming from the tidbits of lore that I have looked into that in the 90s Titan City had Punisher/Roarsarch like vigilantes popping up, aka vigilantes who kill any criminal they could find no matter what the crime or pragmatic vigilantes that consider collateral damage a necessary evil. Either that or they were just plain violent and that concerned the normal populace as they hold superpowered individuals to a higher standard. Dread tries to differentiate himself from these type of vigilantes via making sure to avoid collateral damage, targeting certain types of criminals, and having a lighter costume. Plus via building a good reputation with fellow heroes.

Known Powerset(s): - Power Copier: Copycat can see other capes ‘’auras’’ (usually represented as an colorful glow unique to the individual) and draw from them, copying said capes powers to a certain degree. This includes traveling powers, offensive powers, defensive powers, healing powers, lockdown powers, and even some operator powers.
Known Limitations: - He does not copy powers at their full potential. Infact he gets weaker versions of the powers he comes in contact with. He can beat this limitation via training and using the powers creatively. But even then the powers are not even close to the original user’s level
- At this current point Copycat has only a few powers that he trained himself in. So his choices are currently lacking to certain degree unless he decides to take a risk with a newly acquired one
- He also can only use one power at once of each type (Offense, Defense, Control, Heal, etc.). He can not use said powers together

Known Powerset(s)/Abilities: - Puppet Manipulation: He can control and modify puppets of all kinds including dolls, marionettes, certain toys, porcelain puppets, and even mannequins. It’s been hypothesized that he psychically controls and enlarges his puppets to certain sizes and then internally modifies them by hand. Or that his actual power is mechanical enhancement and that he stuffs the puppets full of ridiculously high tech machinery that allows it to function like robots or automatons. Some people think that he’s actually just a cloth manipulator who creates the puppets behind the scenes and uses his framework skills to create his traps and suitable structural frameworks for the puppets. The puppets themselves can take a serious beating
- Traps: A very avid user of these. That cane he carries? It has traps and non-lethal weapons in it. His puppets? Guaranteed traps after they are destroyed. Even his costume has traps on it to stop enemies from grabbing him. He often employs traps in battle to trip up his opponents
- Pain Suppression/Modified Body?: Gepetto seems to not feel pain, at all. On top of that his body seems to withstand ridiculous amounts of damage. He can turn his head a completely 360 degree angle. General consensus is that he modified his own body or is actually a puppet himself
Known Limitations: - Hugely emphasized that he is dangerous but generally non lethal. He would be a nasty opponent to face if he outfitted everything he has with lethal components

Sanguine uses his own blood as a weapon via crystallizing it into shards in which he could propel at his enemies or build up protective walls in which he can use to protect his allies. Beyond that he is very effective at tripping up his enemies or non-lethally incapacitating them via trapping them in crystallized blood puddles. Can briefly empower allies
- Blood Wing Manifestation/Flight: Can crystallize his blood in the form of wings. Allowing him to fly rather handily
- Blood Generation/Regeneration: Sanguine replaces lost blood at a ridiculously abnormal rate. Admittedly this if for the best as he would be long dead otherwise. Has a fast healing factor

Power Classification: Plant Generation: A scary example of this. Phage can seemingly produce plants out of nothing. As long as there is a source of water nearby he can produce a plant, if there is something decaying nearby he can produce certain types of plants, if there is something living nearby he can produce other types of plants. The worst part is that the plants replicate at drastically abnormal rates. Creating a large mass of flora that can encroach upon an area very easily

Oh, thanks for the compliment. I honestly forgot I made this as I have been horribly busy with college. I need to update these character concepts again anyway.

Dread goes by the name of ''Sandman'' now. He also looks like one of those cloaked cat-like creatures from that popular indie game named Journey. I will provide an image as soon as possible. Finding images for Crow's appearance will be rather easy actually

I also need to finalize some of those new characters concepts like Phage, Sanguine (whom I am changing the gender of, Sanguine is a girl now), and Datamine.....

I also have to add Faust, one of my actual villains, to this list.....
