I'd be a lot more willing to believe it's a Secret Society that "blends into the shadows" of society, but more in the upper middle class sense than in the criminal fringes sense.

I'm not sure if this one shouldn't be called "What you Don't know about The Regency."

You don't know if The Regency ever existed. You don't know if certain people are not part of The Regency. You don't know if The Regency has ever done anything. You don't know if The Regency is Blue, or Red, or Gold, or Grey in outlook. All you know is they might be called The Regency and they might be out there...

Perhaps The Stig is a founding member?

Maybe they even use shadows for portals and can suddenly appear from the shadows cast by large buildings, trees, or anything that casts a large enough shadow.
As I read it, the current write up sounds like a garden club that does scary card tricks for Halloween parties.

or they can be the illuminate kind where most "know" that they exist and they have a very large influence on the world around us but no one can actually prove any it, not even their existence. Not every group has to be that visible or even be fully fleshed out at the start of the game.

Or it might just be a Nemesis plot to make you think they exist.
