Please read the current update for instructions on downloading the latest update. Players with Mac versions of the game will not be affected, but you will have a slightly longer wait for your version of the new maps. Please make a copy of your character folder before running the new update, just to make sure you don't lose any of your custom work.
It looks like we can give everyone a list of minimum specs for running City of Titans. Please keep in mind that this is 'for now' until we are able to add more graphics and other system refinements. Currently you will need :
Windows 10 or later required; no Intel integrated graphics like UHD, must have AMD or NVIDIA card or discrete chipset with 4Gb or more of VRAM
At least 16GB of main DRAM.

Well first off if CoT is anything like CoH there won't be any "items" that you can equip like that. CoH didn't have the concept of "equipment" like most other games. All hand-held items were linked to specific powers or powersets. This means you'd only have things in your hands as long as you had powers that had a item associated with its animations.
The way the "custom weapon" thing is likely going to work is if let's say you have a powerset that includes powers that make a sword appear when used. With Registered Lethal Weapon you could make a customized sword for those powers instead of having to pick a default one.
More specifically if there was a generic "blast from the hand" type power you might be able to make that blast look like it's coming from a ring. But as far as "equipping a ring" to make something else happen (like your fire/ribbon hair) I really don't think that's going to be possible. They might be able to make your hair flame up when you use a blast power but even that may be beyond the scope of this.
Hopefully one of the MWM people will give you more info on this.

So to be clear that wouldn't be like "equip a ring to make hair ribbons happen". It would be more like "use a powerset that normally animates a sword or gun instead make animated hair ribbons fly around".
For what it's worth it is a neat idea. I wouldn't mind seeing a generic hair aura do something similar. As an aura (especially a combat-linked aura) it wouldn't have to be related to a prop-based powerset - it could be used with any combat power.

How the prop will be made to appear isn't decided yet. Obviously, if you go for the flaming bat, then the flaming bat would appear every time you called forth your bashing weapon power.
If it were simply a prop, such as a monocle (because you desperately want a Mr. Money Bags character), then it would simply show up in the Avatar Builder as a costume option. I assume that hair ribbons would be the same.
Now, thinking about how CoH had battle auras... auras that triggered when you were in combat... if CoT were to have the same (and I would guess likely, but not guaranteed to be at launch), then you can set the 'hair ribbon aura' to go off whenever you attacked.

So are you suggesting we might be able to negotiate getting a unique non-textured costume item (one that would be more like a "prop" like your monocle example) or battle aura with the Registered Lethal Weapon pledge? If that's the case it really does sound like Adelante might want that kind of aura for those hair ribbons instead of a specific powerset prop. As a battle aura it would be more universally usable with any powerset.
For what it's worth CoH already had several battle auras that would effectively handle "flaming hair" while fighting. Having one like the ribbon idea would be cool.
