I would like to tons of base items. Access to the same map builder the devs use? NPCs in the base as technicians, running the base equipment?

Yea, I've always wanted to have some form of free roaming NPCs in my base, to make it feel more lively.
Keep Low. Move Fast. Kill First. Die Last. One Shot. One Kill. No Luck. Pure Skill.
No promises yet, but we are trying to keep it easy, immersive, and fun.
That said, we're looking at everything from small mundane items to constructed items. I expect that we will try to accommodate veteran base builders, but we also want to work in methods to keep it simple. People don't always have time to go into great detail, and it would be nice to have some tools to speed the process. Not sure what will be there at first release, but ultimately we'll find a good balance.
I share your desire for base NPC's. It certainly would help bring a base to life, and could deepen the role playing element of bases, particularly ones that have specific themes.

Themed NPC's well then that does sound nice. Do you guys think it would be at all possible to customize their appearance through an avatar editor of some sort?

Base building was always a big part of my CoH experience. I spent literally hundreds of hours on my SG's base. I am really looking forward to doing this again in CoT. I understand keeping it simple for the casual base builders but I would like to be able to completely detail every room.
I really liked the Tech Set from CoH and would like to see it reproduced and expanded upon. Having a LOT of "modern" items (phones, computers, etc...) would be amazing. Operating tables that you respawn on with "doctors and nurses" working on you would kick ass! Gunners to man the base defenses. Merchants to by items from (inspires, SOs, etc...).
Being able to properly layer the base items is a must I think. The safe/floor tile method was doable once you learned it but was VERY frustrating at times.
At the end of this thing I might go crazy and as Potato Girl usually says "max her credit card", I might get the Mogul. But will you get access to all floors and the ability to customize your building?
Customize the inside and outside? Cause I think a good idea might be to have a building creator just like a character creator. Where as if you paid for it you have free artistic reign over what the building looks like.

Some basic stuff like copy/paste with rooms or designs might be nice. Also if you could save a cool design after getting it just right.
A good starter Base setup at launch would encourage players to continue using it as time went by...since you can't have the great game AND all the AAA frills at launch.

I used to be an SG leader, and we had a huge blast with pvp Base Raiding. There was somewhat of an unfair advantage it seemed for large super groups that were able to farm incredible amounts of influence to construct overwhelming defenses that were just too overpowering. If base raiding is implemented, then I hope there is a limit to the construction of defenses so that there will be a more level playing field between small and large supergroups.

I agree with the need by experts to build the look they want into their base.
So, I'm hopeful tools can be created that let players do that. However, my personal desire is to go way beyond that: to make bases so useful and simple to construct that they are a mainstay of the game.
We'll have to see just what can be done. Ideally, a simple straightforward system that gets players started, followed by tools that keep expanding the possibilities. So, easy to setup, but open-ended to expand and customize.
This is mostly theory-craft, but a host of ideas have been passed around on how to make the system rock. We'll keep at it, and see what's possible.

I can't believe no one has mentioned this when I KNOW they have requested it at some point in their CoH careers. It would be oh so delightful to have windows and skylines! Different types and styles, from large glass panels to little industrial windows, to boarded up ones for those who prefer the "I want a window but i don't like "lookie-loos" type.
Definitely NPCs in the bases, but as a former base raider, I would prefer an option to disable them on the fly.

Oh I agree and as a former SG leader and Base Builder myself I'm chomping at the bit to see what you guys can do. But unlike Powers and Costumes, the game CAN launch without Bases being fully tweaked and prettied up. You HAVE to have the core game going first or Bases are worthless. If you guys can deliver on even half of our dream list at launch you'd better believe that champagne will be poppin!

I always felt bad for my fellow base-builders. I never quite caught the bug as strongly as some others did but I did see the frustration with dealing with the system provided. Never got a full story on exactly why base building was all but abandoned but reading between the lines it came across that Cryptic had hired someone to do the work, the person or small team did so, the person or small team left Cryptic perhaps on a bad note, and no documentation on the base-building code was left behind. Anytime someone tried to made changes or additions to the code it'd break horribly, nobody seemed to know how to manage the code so at a certain point they just started leaving it alone.
Bases are nifty and if CoT is successful I'd like to see them implemented at some point but there are probably a half-dozen other game features that are up in the air that I'd prefer to see first.
There have been many, many aspects of base building discussed. Some are easier to obtain than others, but generally, we will want the same things you do. For some, bases are just places to store things, and that's a fine use. Others want so much more.
Even if I don't role play much in my base, I want that immersive feeling from a well constructed base that suits my character or an SG. We'll see how far we can take it.
I also agree that we don't need all the features at launch, but a solid system that allows both basic setups and some customization would help keep people engaged with bases as more features are developed.

Base building is one of the things I miss -hugely- from CoX. I could (and did) spend days in working out the layout of a single room - building and re-building it until it was just so. From what's been said here so far, I'm eager for CoT's base building system. Eager to see how lost I can get in designing exactly what I can see in my head... making it come to life enough that others can also see my vision AND BASK IN ALL ITS GLORY! MUAHAHAAAA.... *ahem* 'scuse me. My inner crazy got loose there for a sec.

I agree Terlin. We all understand that you guys are trying very hard. I for one would rather see the barest minimum of a really good Base system at launch with the promise of more than a more complete system that wasn't as good.

We must have a Dr Strange/Sanctum Santorumlike manor for mystical heroes and villains, oh and please add themed teleportation animations and such, that would be truly great to see...entering my base via a portal....:)
And I trust we could have a multi story tower like base...avengers like for inspiration...and is a space station possible?

One of the things I loved about the CoH base builder was repurposing items - cabinets float rotated making pillars and walls, large tech blocks becoming full height walls and such. I do hope we get some varied "blocks" with which to build the base we want to. I had such plans for my SG base for 2013 that never saw the light of day, but I'm hoping that City of Titans will let me put them into action!
Also, would love to see proper secret entrances - i.e instead of just appearing in the base, perhaps having selectable entrances, such as walking out of a lift, sliding down a pole, teleporting in/out etc?

In that case, play CO. Personal bases and one of the choices is 'Penthouse Apartment'. It looks remarkably like your image.
