I always wanted the options of flame, shadow, liquid, gas or style limbs. Example, my character was a night stalker. So, I wanted the option of making his waist-down a shadow trail instead of legs. Some of the ghouls had that effect, but it was not available for players.
I'm sure earth element fans will like similar features for their toon also.
One more thing about the shadow power for stalkers, they should teleport totally different from other classes. They should teleport from the shadows with a dark effect, not electric. That can also be applied to other toons, style set teleporting.

Well, if you could have a limb that was animated in place (i.e. has moving parts, isn't just a static shape with joints that only move via emote), this would seem like it could be a costume option.

Saying something is "achievable" in a game like this is usually far different from saying it'd be "practical". I suspect our body types will be strictly hardwired to a more or less human shape (head, two arms and two legs).
I'm not saying things like having mists replacing legs would be totally impossible - I'm just saying they'd have to allow for player characters to have radically different body models which frankly isn't likely (at least by launch time). Sure they let certain NPCs have that feature in CoH. But to make it possible for players in CoT they'd have to make sure all possible costume items combinations and animations would work with it. Again a tall order for launch time.
The only way that something like a costume item or aura could be used to "simulate" something like that would be if they were "skirt-like" that would somehow conceal the legs completely. Again not saying that's impossible - just unlikely.

I think as Lothic said you are looking at a costume part or Aura. When it comes to costumes and Auras I'm of the opinion the more the better so I do agree.
Just remember some costumes might interfere with some animations which can result in the need for specific animations for specific costume parts. Think a guy with no legs just a gas trail trying to do a kick animation.
Understood, after patching, im sure there will be many changes following the launch. I don't expect it to be ready by launch, but at least as a patch.
Trust me, I know there is plenty to have done for the opening, as long as they make variations soon after.

On the example of sir shadowy-no-legs, you could have invisible legs with a skirt-type shadow aura. That way, walking, jumping, and super speed are all very feasible.
If a power required a kick option, the invisible legs could be coated in shadows and keep the animation.
Or, bite the silliness of legless kicking :p

Yeah, something along those lines would be beyond feasible. What would REALLY impress me would be if they could rig a tail and no legs like what CoX did for the [url=http://img2.wikia.nocookie.net/__cb20061024192744/paragon/images/4/47/SnakesElderLieutenant.jpg]Snakes.[/url] If not, then a simple aura that spirals to the ground would work wonders.

How would legless Jumping work? Wouldn't they need to create new animations for every powerset and /dance emote, to account for no-legs? It would be a lot easier to make an insubstantial 'smoke' texture to apply to the existing model.

It depends on the amination mechanics (which I have no experience in), I'd imagine it works on a skeleton of sorts. If so, many animations could treat the one leg ( or "leg") as it would for two, this could fix the easier ones, jumping, walking, running, non-melee attacks (shooting, throwing, activating sheilds), and toggles. The harder ones could be martial arts and fighting.
For these, I assume a variety of animations will be available for all melee,e.g. "fire punch" could be one of four types of punch, two kicks, kinetic melee, a headbutt, or a tail whip (PLZZZZZZ); for these, you could simply inhibit the conflicting animations.

I'd mentioned this in another thread, maybe it should get its own topic, but what about this kind of limb:
No Limb.
While in the CoT universe, bionics, cybernetics, and prosthetics will be beyond limb amputation, but maybe your character is too old school, stubborn, or otherwise unable to take such a fix. A one-armed gunslinger, swordsman, martial artist, or street fighter should be a option.
Pros: See the above. Another example, zombies and other ancient beings who lost a limb. Allowing leglessness could offer similar advantages as the OP, but...
Cons: Quite a hassle for the tech and art team, who would each have to figure animations and costume pieces to cater to this. They'd also maybe limit to one or two lost limbs (One-armed and legless could be a bit much for all involved), or even just one missing arm to cater to the most common denominator.

On the other side of the coin:
Multiple Limbs
Every third game with monsters in it has a four-armed beast with incredible strength. We should cater to four-armed brutes and multi-headed monsters, though each has it's issues.
Adding arms symmetrically is the easiest of these. The animations could simply be copied to the other arms, but, well, that's kinda lame. Here's a better way (i think): Allow each arm to copy the left or right hand animation.
e.g.: take again, "fire punch". Maybe it has a boxing animation (of many others). In this animation, on arm goes out for the attack, while the other remains in guard, or "chambered" as we called it in my Soo Bahk Do days. Each arm can take the "punch" or "guard" animation. This allows any combination of punches for each arm, and, i predict, would be less work on the art and tech teams.

I can't wait for procedural generation of bodies to come about. Then artists can do away with about 99% of the laborious design in a 3D animation studio. Already there are MMOs on the horizon with unlimited entire planets, all generated procedurally

There were Single Player games back in the early 80's where all the planets were procedurally generated...
Infact, it is probably the inspiration for most of those MMO's...
